Is 'sort out' a phrasal verb that is parted from the object? | Mechanical and mechanical related

Is it acceptable to use where meaning when/in which? I always avoid it, but as its equivalent usage in Portuguese is so common, I start wondering whether the same mechanism occurs in English. For instance:
In 2003, where we found (… ); Brazil arrived at a moment where things started to (…)... Is that right?
Thanks a lot.

.
It sounds odd to me, and I would not use it in careful writing.
