What is the meaning of: stealing like smoke?

I found the following sentence:

A thin film of mist was stealing like smoke, marking the distances with a transparent veil.

Do you mean thart To STEAL not only means To ROB, but also To MOVE, may be, slowly or secretely in order not to be noticed?

That is why I did not understand the sentence. Then, this sentence may be means that the mist was slowly appearing
