i want to know if the headline: 'panic grips ministers' correct or wrong. If there is any correction, how to correct it?

It is grammatically correct. As an alternative you could use;
"Ministers' were gripped by panic." or
"Ministers' were in the grip of panic."

I'm confused to say: "panic grips ministers'
What about saying: 'panic grip ministers'. Actually , this is a caption in a newspaper.
