I don't know the ing form (changing) after to in the following sentence:

"Based on my experience, most people struggle when it comes to changing their habits"

This is only a guess, so apologies if I'm wrong about how your mind is seeing this sentence...

Are you thinking of how verbs are usually written (to live, to laugh, to come, to go, etc.) and so confused because the word changing comes after the word to?

The verb is 'to change', just like other verbs. It's just that in your example, the phrase "comes to" is used (the 'to' is linked to the word 'comes' rather than to 'changing')

To break down your example:
"most people struggle / when it comes to / changing their habits"
'most people struggle' - 'the majority of people find it difficult'
'when it comes to' - 'when they have to deal with' or 'when they are faced with the idea of'
'changing their habits' - 'making changes to their routines' or 'adjusting their usual ways of doing things'.
