What is different from "he is kind to do something" and "he is being kind to do something"?

What is the difference between "he is kind to do something" and "he is being kind to do something"?

and my suggestive answer is:
' he is kind enough to do me the favor...'

1st implies an inherent, more likely permanent(ish) characteristic of the person while the 2nd implies an action, or a temporary(ish) characteristic.
