I read this sentence in an article

"Saddam may have been a dictator..but look at Bush."

I understand that "may have been" indicates probability in the past.
Would is also said to indicate probability.
So if I say " Saddam would have been a dictator....but look at Bush" , will it change the meaning of this sentence.
Please explain to me the difference between two sentences.

'May' (or 'might') in this structure does not represent probability. Here is the applicable definition:

3.
(used to express contingency, esp. in clauses indicating condition, concession, purpose, result, etc.): 'I may be wrong but I think you would be wise to go.' 'Times may change but human nature stays the same.'
