I agree with BlueSnow that anyone who asks about a phrase must cite the excerpt she/he's got it from but I think the meeting explanation is probably wrong.

The meaning of the sentence is that something is her best up-to-date which is an expression equal to "until today"

that's a really useful search in order to find out it's meaning from the context by yourself.

In other words we can rewrite the sentence as "It is her best until the present time or today"

That's really a worth-to-appreciate idea. My opinion based on the idea that date is a verb. Once again, the surroundings are essential.

In the given context 'to date' means 'up until now'.

It's her best to date. To date what? an apple ?

And even if She's going to meet or date an apple how can you explain that it is hers? One explanation I previously thought is that it could be referred to an option. "It's her best option to date" which could stand for "It's her best option to pick to date" where the option could represent a guy, but that's an extremely weird kind of word structure.

Yes there is. If it were to be, say a female writer, you would say it was her best book to date ... meaning it is the best book she has written up to today. Get it?

To date = up to this point in time (up to today's date)

"We have had no record of any complaints to date." - So far we haven't had any complaints (but there may be some coming).

Up to date = complete to the point that it should be at this moment

"The department's record of complaints is up to date." - There are no correct outstanding complaints to be added, until further complaints are received.
