Most admissions departments will look at both scores. In the US, for candidates that are otherwise strong but have low verbal and/or TOEFL scores, they are often required to spend the first semester or two in an intensive ESL program at the university before they are permitted to take "normal" classes with other students. After they "graduate" from the ESL program--which usually requires successfully passing a series of English tests--they become full students of the university.
