It's incorrect grammar. Poor English can often be found in pop songs.

When I was a child there were times when you made sure that I behaved myself and stayed out of trouble, though I didn't understand it/appreciate it.

The lyrics read 'there were them times' not 'there were them time', 'them' meaning 'those'.

Sorry. That was a typo. We can easily hear the /s/ it the word. Thank you Bee. So, keep sb in line means watch over? Or care?
