Given the overall theme of the song 'skinhead' refers to racists and 'deadhead' to people who don't think for themselves.
BS, your definition of 'deadhead' doesn't make any sense in the context of the song.

I respect your efforts and attempts in learning English and in sharing with others your opinions. But, I would like to strongly propose that you make peace with those who care about you for a correct knowledge and way of learning the language. If you can spend more time in listening and thinking, I am sure you will make progress far more efficiently than in fighting with them who spend their time in letting you know about your errors. Which benefits you better and more?

Skinhead: a member of a group of people of the same character, interests, ideas. Some other more internationally known groups are "hells angels", "mods", "punks" ... and the list goes on...
Deadhead: Simply a person with a dead brain, or stubbon (even if the opinion they hold is detrimental to themselves or others).

Skin head - A skinhead is a member of a subculture that originated among working class youths in the United Kingdom in the 1960s, and then spread to other parts of the world. Named for their close-cropped or shaven heads, the first skinheads were greatly influenced by West Indian (specifically Jamaican) rude boys and British mods, in terms of fashion, music and lifestyle.
Dead head - A very stupid, lifeless or boring person. An obvious derivation of its component parts, this phrase is reinforced by its 19th-century American meaning of non-paying passengers or non-participants (from a ‘dead head’ of cattle).
