I heard that somewhere it is synonym of "come to mind" is that true?

Yes,
the 1st meaning - to happen: When exactly did the accident occur?
the2nd - to come into your mind: It didn't occur to him that his wife was having an affair.

Yes. In some certain situation, you can use either come into one's mind, occur/happen to someone that...... to say that something is in your mind by chance.
