Please help me with the idiom:
History is seldom cut and dried

The dictionary says it is decided and settled, but it isn't provided with examples.

What else can be cut & dried? Can a person be cut and dried? If yes, under what circumstance one can be cut and dried?

It also means "routine."

Did anything happen at the meeting? No, it was pretty cut-and-dried.

A person cannot be cut-and-dried.

Conceivably, but the main idea is that nothing out of the ordinary happened one way or the other.
