Strictly speaking I'd say there should be, though modern thinking seems to be to use commas less frequently. Lots of these questions seem to leave them out where they should be though - like the missing commas either side of the phrase 'but unsuspecting'.

The bear was eating from a berry bush(,) when he was suddenly startled by the scent of the approaching, but unsuspecting, hikers.
