Phrasal verb: whip up

What is wrong with 'whipped over'??

Hi Sangeetha,

As the planet gets nearer to the Sun, enormous dust storms can be whipped ..........

The only possible preposition here is up and the phrasal verb whip up means create in a violent way. The use of over, I'm afraid doesn't make sense.
