Exhausted means depletion of energy, strength and freshness.
Exhausted is a non-gradable adjective so you cannot modify it by very, so or too.
If you like to modify Exhausted say it- absolutely, totally,utterly, completely exhausted.
Please study more of Non-gradable adjectives.
