What's the meaning of "OBJECTIVE TEST" in the following sentence?
An objective test, that is that any reasonable prison official would surmise that assault would result when you place a male transsexual in a male prison, was not sufficient.

A test that is based on observable phenomena and presented factually; and uninfluenced by emotions or personal prejudices.

That's how I'd understand it too, though it doesn't seem to fit with the following phrase. Concluding that a prison official would think assault would result in this situation hardly seems subject to objective testing (even though I suspect it might be accurate).
