Imagine that you broke your mother’s favourite vase but you don’t want her to blame you. That’s why you say that your brother did it, you shift the blame to your brother.
“Don’t shift the blame to your brother!” actually means “Don’t blame your brother! You are the one who did it! It’s your fault!”

Here is some more about “shift” and “transform”.

The verb “shift” means to change position, to move from one place to another. You can also shift from one job to another.

The verb “transform” means to change the shape or appearance, to change the nature or function of. Here are some examples: to transform electricity into light or heat; to transform a character; to transform into another person, etc.
