Hello,

The verb "stray" means not to walk on the right way, to take the wrong direction. If you stray from the road, it means that you are on the wrong road and you may get lost.
In this example the meaning is that the puppy is not with its mother and is maybe lost, because it went the wrong direction and not after its mother.
