If I have a question such this one:

C- Meet
D- Meeting.

Which of these answers is the correct answer and why.

Meet is the correct answer.

Met would be a better choice if sentence was : General Grant had met General Lee at Appomattox to sign the official......
Meeting:- General Grant held a meeting with general lee at appomattox to sign the......
To Meet:- General Grant is going TO MEET General Lee at Appomatox to sign the .........................
