I think that wander means walking aimlessly around a place or to a place, especially without any particular sense of purpose or direction.

I assume that this is a headline from a newspaper or similar (as it is not a complete sentence).
Without full context, it is only possible to make some general guesses: The universities all faced a similar problem or fate (possibly closure). They went to court over the matter and won the case. The law has now ruled that they do not have to be concerned about the problem, at least for the near future. _________________ Cheers m' dears! |
