Could you tell me which one you prefer?

1. I'm the chairman of the National Advisory Committee on television violence.
2. I'm Chairman of the National Advisory Committee on television violence.

I prefer the former. I would never capitalize chairman by itself. It's not a proper noun. As a title before a name, it is better capitalized, though.

We met with Chairman John Smith.
John Smith, the company chairman, met with us.
The chairman met with us.
