Can anyone explain to me when to use "Should" and "Should be"?
Is there any rules for it?

"Should" is a modal auxiliary verb that works with an endless array of verbs, such as "be." It cannot be a main verb and therefore cannot appear alone. You should consider "should be" as just one possibility with "should" rather than something that contrasts with it.

You should buy your mother a card.
You should be good to your mother.
You should dress appropriately.


I recognize that you might be asking about the passive voice.
That is "should + be + past participle."

You should be paid well.
You should be shown allegiance.


This is better when you want to stress the action, as well as the subject as its recipient, rather than who is committing the action. If we want to stress who is committing the act, we should use the active voice.
