Now that I've reread the thread title, I see I have not answered your initial question.

"As of now" means "at this time." It usually suggests at least a reasonable expectation that the following or preceding information will change. It's sometimes deliberately evasive, too. It can be used to avoid saying no or to let people down gently.

As of now, we are not certain that we will be able to honor our commitment to salary increases.

That might be a deliberately evasive example.

Note that it's "fulfill."

Note it's one of those American/British English spellings. In the UK it's only got one 'l' at the end.
