It seems you or your source mistakenly omitted a preposition. "Chattering" indeed means "talking," and whereas it can take direct objects, "hall" would certainly be among the least-logical, most impossible ones.

I assumed "taking" was a typo for "talking." Upon rereading this, I now see why you think it's "taking." That's not a typo, it appears. You think they're taking the hall. That would be logical, but the meaning of "chattering" is "talking."
