"0.9 meter" is wrong but "0.9 meters" is correct, isn't it? Is "an oil pipeline of 0.9 meters in diameter" fine? Can I say "an oil pipeline with a 0.9-meter diameter" or "an oil pipeline with a diameter of 0.9 meters"?

According to Swan, both the singular (0.9 meter) and the plural (0.9 meters) are in use, with the singular the norm. Personally, I find this very trivial and not worth the assignment of any rule. We all know what is meant.

0.9 meters
0.9 of a meter
In my experience the plural is the norm unless 'of a 'is specifically added, but I can't argue with the experts - maybe Swan et al assume the 'of a'.
