Many economic experts believe that the best way to stimulate economic growth in poor countries is to open up trade BARRIERS AND to allow these countries offer their national product in global markets.

dO YOU THINK WE HAVE TO PUT A COMMA BETWEEN " BARRIERS" and "AND" ?[/b][/u]

No, but you must place "to" before "offer." If I were you, I would omit the first "economic." That's going to be clear enough anyway.
