When I want to start sentences, what is the correct to begin with “ing” or “to + v ”
For example :

1- To approve the above list

2- Uploading the above list

Hi Zm,

There is a difference in meaning and use. If you use the infinitive (to), you are explaining what to do and if you use the gerund (ing form) you explain what happens as in:

To start the machine you need to press the red button.

Starting the machine will make it possible to complete the process.
