Do we say

Describe the process!

or

Explain the process!

Are they the same? If not, why?

We can use both. They might mean the same, though describe and explain are sometimes different terms, so it depends on the wider context.

If you describe a person, object, event, or situation, you say what they are like or what happened.
If you explain something, you give details about it or describe it so that it can be understood.

Here is my opinion.

Let's say event A is equal to event B.

Now, if we explain the statement, we have to substantiate our claim by supporting it with evidences which prove that A is indeed equal to B.
On the other hand, if we describe the statement, we have to state what happened in those events, and let the reader/listener decide whether they are equal or not.

Am I correct, or does it change according to the context?
