Is this sentence fine as it is? What do you think of putting "and" before the "arrested"?

Yes, 'and' is needed and 'nearly' is inappropriate before a specific, unrounded number like 166. If they have a number, 166, then they surely know precisely how many were arrested (165, 163, etc).
