It's well known 'simple form' of verb ( eg , go )
should be put after preposition 'to'

eg : I went came here to see you

but I recently encountered another cases I dont understand

eg : Think about yourself before you get down to writing too much.

could anyone plase tell me when I should use 'ing' form after 'to'

Unfortunately that is a misconception, "to" can be followed by the "ing" form of a verb too, and the example you cited is a case in point.
=)

Think about yourself before you get down to writing too much.
After lunch I got to thinking about the project.
I have got used/accustomed to living on the hillside.
I look forward to talking to you.

There are other examples, the list is not exhaustive.
There's no hard and fast rule that governs this, you have to learn such cases (where "to" is followed by "ing") by rote. The silver lining is that there aren't too many cases, the four examples above should suffice.
