Hello,
I'd like to ask about phrase "to wind down".The context is:
"Coordinating and conducting security operations, especially during a business’ wind-down process is particularly challenging. This document aims to highlight the main areas that need attention and the necessary procedures to protect Company information assets during wind down mode."
Now, do they talk about the company going out of business altogether or about only decreasing its scope of activity?

Wind down: to end or cause something to end gradually The storm finally began to wind down after four hours of heavy rain. We wound down our affairs in Europe and left for home.
