Hi everybody :D

Could you help me with this sentence?

It.................... raining heavily this morning.

a/ is
b/ was
c/ will be

Which one is the correct answer? and why?

It all depends on the time of the utterance, Jupiter. If it is now afternoon, then only B is correct. If it is still morning and still raining, then only A works. C is odd because we cannot usually forcast the weather with such assurance; however, if one were omniscient and it were still early in the morning, so that it could rain later the same morning, then C would be the only correct answer.
