"Astounding" means "astonishing" or "amazing." It expresses shock or awe. It usually has a good connotation, but it can also be used if something is surprisingly bad. If you do not modify it or it appears where something could be either good or bad, it will be presumed to mean "good."

Her record-setting Olympic performance was astounding.
Bernie Madoff evinced astounding cruelty as his financial scheme shattered lives.
