I want to ask my friend to speak English to me. How should I say this?
For me there are some visible ways:
1) Could I speak English to you?
2) Could I speak to you in English?
3) Could I speak to you English?
Which one or two are correct.

2 is best. 1 is okay informally. 3 is incorrect.

However, if you want your friend to converse with you in English (so you want them to speak English too) then your options don't convey this.
"Could/can we speak in English?"
"Could/can we converse in English?"
"Could/can we have this conversation in English?"
"Could/can we speak in English."
