Because 'form an opinion' is an English collocation, but 'place an opinion' is not. 'Form' means 'create' or 'develop', and when we look at a new person, we develop an opinion of them, an idea of what that person might be like.

'Place' means 'put', and we do not put our opinions anywhere except perhaps in our diaries or on forum threads.
