I think you mean "tense." Sentences don't have a time. The independent clause is in the simple present tense.
The ADL Initiative's vision is to provide (access to ?) the highest-quality learning and performance resources, which can be customized and delivered cost-effectively anytime and anywhere.
I think that's a better sentence overall. The parentheses and the question mark are there to ask you if that part is even needed. If you are providing the resources yourself, "access" makes this less precise. |

Hi, MJ. It does not have a tense. It is the infinitive, the unconjugated verb form. As you can see, it is acting as a noun here. It fulfills the role of the subject complement.

Does "highest-quality" affect only "learning" or both "learning" and "performance aiding"?
"Whether" is not an interrogative word.
"Highest-quality" modifies both. If you are retaining "aiding," I suggest you add a noun behind it. "performance-aiding resources/tools/products, etc." |
