They say that in present perfect, the verb 'have + action verb' should match with the phrase 'many times'

Is this correct? Is the sentence correct?

Can you give an example of what you mean? I'm uncertain whether by 'match with the phrase' you mean that the phrase should be used.

Your example is correct. We can say this: "the number of times I have said something." The actions or states in the present perfect can happen once or repeatedly.

Another examples for you:
- I have worked here for three years.
- He's visited Hawaii once.
- I've tried three times to pass my driver's license exam.

One more thing I want to express that, you should not used present perfect when expressing a definite time in the past. Because when you know exact time of the even, you should use it in simple past.

As Palabattle says, your example is correct, but you can see from the examples given by that poster that you do not have to match the present perfect with 'many times'.

I have said that once before.
I have told you that.
I have thought it for a while.
