well, I think there is something wrong within the structure of this sentence.
I think there is extra "is". Am I wright?
Sam is angrier than Stacey is about the situation.

Am I right?

Including 'is' in that sentence isn't wrong. It just completes the comparison but omitting 'is' would be acceptable.

As I said , including the second 'is' you complete the balance of the two sentences: Sam is angrier than Stacey is (angry understood).
