You ask for the meaning of this sentence:

This is what's called a rhetorical question - no-one has to answer it and it means:
The only people I need to be frightened of are those people who hurt me (give me pain)

I fear somebody. You can see, in this sentence, I is the subject, and somebody is the object. A object pronoun is needed here, so we choose whom rather than who.
If we change this sentence into 'Somebody hits me', then we can ask 'Who hits me?' for here somebody is a subject.
