The story indicates that he is a reasonably successful politician. The illustration is a generalised caricature which appears to have little to do with the story. This background is even less of a match than the 'cottage' in the last one, which didn't illustrate the 'stately home' in the story.

It is what it is. These line drawings don't set the heart alight, and don't add anything to the text of the story, or give any visual picture cues to help students understand the story. However, if you are simply looking to break up the monotony of the text with some illustrations then they do the job in a 'cheap and cheerful' sort of way.
