Would you tell me whether I am right with my interpretation of the expression in bold in the following sentence?

“He damned if there isn’t Mis’ess Yeobright a standing up.” I said. And the next thing I heard was “I forbid the banns,” from her. (Th. Hardy, “The Return of the Native”)

forbids the banns = make a stand against a marriage
