Can someone tell me what the expression in the subject means?!
It's not the first time I hear it but I can't translate it because i can't give it a sense.

Hi,

There are two expressions: as a matter of fact and the fact of the matter is Both mean roughly 'in truth' or 'to tell the truth', although the first is used more in conversation and is used in an informal way.
