Would you tell me whether I am right with my interpretation of the expression in bold in the following sentence?

..Caesar has held you at bay with two legions; we shall see what he will do with twenty. (exhaust)

They have their wealth and their prestige and their privileges and they stand at bay. (U. Sinclair, “Moneychangers")

The enemy troops stood at bay.

have (held or keep) at bay = stand at bay = put up a stubborn resistance, don’t give someone a breather, exhaust
