Could you help me? I am cannot understand the meaning of the follow sentence:

"However, this does not allow reclassifying a clearly unacceptable ride that roust be prevented into a simple risk that only calls for further reduction."

I am getting problem about ...a clearly unacceptable ride that roust be prevented ...
I need to translate it into Portuguese but I am confuse about the meaning of some words.

Hi Angela,

You say you are confused about this sentence:

Are you sure you have the exact text? Roust I assume should be must What about prevented into? Is that correct? Perhaps you could have another look at the sentence and let me know the context or a bit more of the text.
