The following is taken from the editorial section of the local newspaper in Rockingham. "In order to save a considerable amount of money, Rockingham's century-old town hall should be torn down and replaced by the larger and more energy-efficient building that some citizens have proposed. The old town hall is too small to comfortably accommodate the number of people who are employed by the town. In addition, it is very costly to heat the old hall in winter and cool it in summer. The new, larger building would be more energy efficient, costing less per square foot to heat and cool than the old hall. Furthermore, it would be possible to rent out some of the space in the new building, thereby generating income for the town of Rockingham."
Cost effectiveness has become an important issue nowadays that many people look at when taking any decision. The argument that Rockinghams century-old town hall should be replaced by energy efficient buildings has several problems but however has some points of strength. It assumes that more income will come from renting some space in the new building thus the town will benefit from this idea. It assumes that these new buildings will accommodate more people , as it will be space efficent.This is right , but the extra space needed for car parking and other services for more number of people must be taken into account. But the argument fails to address if the cost of building these energy efficient buildings will be more or less than the amount of money it saves from being energy efficient, as new technologies used may cause large some of money to be applicated. Also we must take in consideration the cost of maintence of these new buildings , will it help in the process of saving we are seeking for or not? Another thing we must put in consideration are the historical value of these buildings , does it have a value that must be put in consideration or not? In conclusion to all the previous we get that , the idea may seem sound but after we put in consideration all economic,historical and environmental factors. |
