war with Iraq vs. war on Iraq

"US took the decision to go to war with Iraq. And then the war started. "
Is the sentence right?
Should I use 'with Iraq' or 'on Iraq'?
Please explain.

The usual expression is 'at war with'.

To me, more sense would have "declare war on Iraq".
