I think you mean:
A pet lamb is a cross ram.
which I presume means if you domesticate an animal such as a sheep too much, it will develop a bad temper when it is returned to the flock.
Where there is discipline there is social order. Remove the natural discipline and become too friendly and there is more likelihood of disorder.

It's not an English proverb to my knowledge.
