What is the difference? Is there a need to use the word "next" to further stress the deadline?

I will submit the report in a week's time.
I will submit by next week
I will submit within a week

Do the 3 sentences Carry different meanings?

In your first example, you are correct. The deadline is stressed by using 'next'. It emphasises that it is within 7 days of today.

I will submit the report in a week's time - I will not submit it any earlier or later than that.
I will submit by next week - I may submit it this week or any time next week.
I will submit within a week - I will submit it sometime within the next 5 days (working week) or 7 days (calendar week).
