Not incorrect, but the meaning seems a little odd. How do you determine the boundary of the city centre, so that you can say you are 'by' it and not 'in' it?

I'm not sure I can use "nearby" like this sentence or not??

"The department store will create nearby my house."

It means like "The department store will create in the neighborhood of my house."

Are they correct???
