If I were you, I would buy a new house.
If I win a lottery, I'll buy a new house.

Those are both conditional sentences: they include an 'if' clause offering a condition under which the main clause will hold true. Your first sentence is Conditional II, and your 2nd sentence is Conditional I. The verb 'were' in your first sentence is a subjunctive form of the verb 'be'.

Conditional is a sentence type.
Subjunctive is a verb form.
Some conditional sentences include subjunctive verb forms.
